Implementation of the 2005-2010 St. Lawrence Plan

Québec, June 1st, 2006 – The governments of Canada and Quebec wish to announce the implementation of the St. Lawrence Plan For A Sustainable Development 2005-2010. This plan has grown out of the latest five-year cooperation agreement between the governments of Canada and Quebec, which is a continuation of the agreements regarding Canada-Quebec cooperation on the St. Lawrence since 1988.

The St. Lawrence Plan For A Sustainable Development, which will be in effect until 2010, aims at enhancing sustainable development by promoting ecological integrity, environmentally responsible economic activities, community engagement, and integrated and concerted governance of the St. Lawrence.

Under this agreement, the governments are taking an innovative approach to the integrated management of the St. Lawrence that will strengthen cooperation between governmental partners, decision-makers, users and communities.

The activities provided for under the St. Lawrence Plan fall under six areas of intervention: Community Involvement and Awareness, Access to Riverbanks, Agriculture, Ecological Integrity, Navigation, and Monitoring the State of the St. Lawrence (see backgrounder accompanying this release).

To achieve the St. Lawrence Plan objectives, the governments of Canada and Quebec will be allocating $80.8M and $33.4M in funding respectively over the next five years, for a total budget of $114.2M.

To safeguard the St. Lawrence ecosystem and the full use of its resources, the St. Lawrence Plan will focus on developing a better understanding of the threats to this huge watershed, such as climate change, extreme fluctuations in water levels, riverbank erosion, and the introduction of invasive and exotic species.

This plan also provides for continued and intensified environmental monitoring activities in order to provide a more accurate and detailed picture of the health of the St. Lawrence.

The St. Lawrence Plan: A Sustainable Development Approach is a wonderful example of cooperation that respects the partners’ jurisdictions.

Ten departments and agencies of the governments of Canada and Quebec are involved in carrying out this plan.
