ZIP Committees
ZIP committees are local action and coordination agencies responsible for bringing together the main users of the St. Lawrence in their zone and promoting joint action to resolve local and regional problems affecting the river, its ecosystems and their uses of it.
The make-up of ZIP committees varies. Municipalities and environmental groups are generally well represented. Depending on the zone, business representation will be stronger as problems are addressed. The representation of socioeconomic groups varies considerably from zone to zone. The coordinated efforts and interaction of local and regional participants desired by governments and taking place in each ZIP thus depend on the nature of the problems affecting the river in each.
The members of ZIP committees take on the complex job of developing joint initiatives for action in situations where interests are sometimes difficult to reconcile. They work to promote consensus on priorities for action in order to achieve the results desired by each zone’s residents. Through their efforts, parties who once ignored or even denounced each other are sitting down for the first time at the same table in order to provide a shared vision for the rehabilitation and protection of the St. Lawrence, and to exchange information and expertise.
The coordinating approach promoted by the ZIP committees creates a setting in which projects can be discussed, whereas in the past each party made its own approach to the decision-makers. Through the ZIP committee network, the St. Lawrence now benefits from a new social resource that serves as an intermediary to foster cooperation, negotiate consensus and plan the use of the river environment.
