Ecological Integrity Coordination Committee

Background

Ecological integrity has been one of the pillars of the St. Lawrence Plan since 1988. It was made a key component of the Plan in Phase I under the appellation “Conservation component.” Its name changed subsequently to the Biodiversity component in Phases II and III, and finally to Ecological Integrity in Phase IV. All along, the component has been the focus of a multitude of actions. Some of the issues that have been tackled under the Ecological Integrity component over the years are described below.

During Phase I, concrete actions were undertaken to restore the health and environmental balance of the St. Lawrence River. The main activities centred on protecting plant and animal habitats and important river ecosystems as well as on restoring habitats and ecosystems to a level that would ensure the long-term survival of threatened species.

In Phase III, efforts devoted to biodiversity protection and monitoring of the St. Lawrence ecosystem produced tangible results. Actions were taken to further habitat conservation and species protection efforts, and work was also carried out to assess the impacts of water level variations on the ecosystem and the uses of the St. Lawrence. The State of the St. Lawrence Monitoring Program was established, providing a foundation for preparing forecasts and analyses of the state of the ecosystem. The monitoring program was renewed under Phase IV, becoming a separate component in its own right.

Mandate

The mandate of the Ecological Integrity Coordination Committee for Phase IV consists in ensuring the stability and balance of the St. Lawrence ecosystem. The Committee is called on to identify areas of the St. Lawrence that are at risk in order to protect the river’s biodiversity. Efforts must target the acquisition of knowledge that can be used to gain a better understanding of the functioning of the vast river ecosystem and support the implementation of recovery plans for species and their habitats.

The following federal and provincial departments are participants in the Ecological Integrity component:

Targeted results

During Phase IV of the St. Lawrence Plan, the Ecological Integrity Coordination Committee will dedicate efforts to studying changes in habitat condition and in the health of populations of plant and animal species along the St. Lawrence.

The Committee will work on ecosystem enhancement by establishing protection plans and recovery plans for species considered to be in difficulty.

Six of the expected ecological integrity outcomes are as follows:

  • Identify and assess populations of wildlife species potentially at risk and implement concrete actions to protect priority habitats;
  • Develop and implement conservation plans for the St. Lawrence, including the riverbanks, littoral zone, flood plains, wetlands and aquatic habitats;
  • Implement concrete actions for the recovery of species at risk based on existing recovery plans and develop or update other plans;
  • Assess, consolidate and improve the network of protected and developed areas and territories along the St. Lawrence;
  • Acquire and integrate new knowledge on the biodiversity of the St. Lawrence, as well as on its physical environment, and share this information with decision makers, scientists and communities;
  • Study stress effects on ecosystems, particularly urban pollution, climate change, water level fluctuations and the introduction of exotic species, in order to help safeguard ecosystems while ensuring full enjoyment of the uses of the St. Lawrence.
