Between 1988 and 1998, a number of studies were conducted on the environmental impact of commercial shipping and recreational boating engaged in by the St. Lawrence Plan’s various stakeholders. However, it was not until 1998 that the first Navigation Coordination Committee was set up, providing an opportunity to deal with navigation-related environmental issues in a concerted and well-organized manner.
For its first endeavour under the St. Lawrence Plan, the Navigation Coordination Committee set its sights high: it aimed for the implementation of measures to promote navigation consistent with the sustainable development of the St. Lawrence, while reconciling economic development and the health of ecosystems. The Committee achieved its objective in 2004 with the unveiling of its Sustainable Navigation Strategy for the St. Lawrence, a mammoth project made possible thanks to the climate of dialogue and cooperation that exists among Committee members.
With the Strategy, the Navigation Coordination Committee now has a dozen or so broad principles that can be used to guide decisions. In addition, the Strategy also defines the eight priority issues on which the Committee will focus. For each issue, an action plan extending to 2010 has been developed.
The Navigation Coordination Committee’s mandate is to harmonize shipping and boating practices with the protection of St. Lawrence ecosystems. This action plan constitutes Phase I of the Strategy’s implementation. The goal of Phase IV is to implement and enhance the Sustainable Navigation Strategy for the St. Lawrence.
The Committee is made up of over 25 members representing the governments of Quebec and Canada, the shipping and port industries, recreational boating, and community and environmental groups.
