The scientific arm of the St. Lawrence PlanOn 3 June 1988, at the same time as the cooperation agreement was signed, which would later result in the launch of the first Canada-Quebec Agreement on the St. Lawrence, the Environment Canada Minister, Tom McMillan, announced important news: the creation of the St. Lawrence Centre, a component of Environment Canada, based in Montreal, which would become, to some extent, the scientific and technological arm of the St. Lawrence Plan (SLP).
The new research and development centre had been given the mission of supporting the SLP in achieving results. Its mandate was to support the development of relevant environmental technologies, in particular for industry, to assess the river’s health (contamination and biodiversity) and to develop tools for disseminating this new scientific knowledge. Its work, generally carried out in cooperation with researchers from other organisations, would help in understanding how ecosystems work and enable continual updating of knowledge of the river, through, amongst other things, the Monitoring the State of the St. Lawrence program.
The thousands of documents and electronic files which it has produced and collated are still available to Environment Canada.
