The first five-year Canada-Quebec Agreement on the St. Lawrence recently ended in April 1993, when the federal Environment Minister, Jean Charest, shared his government’s intention of investing an additional $100 million in a second agreement. At the same time, Mr. Charest announced the start of negotiations with the Quebec government for renewing the agreement, which will allow to carry on with harmonizing the activities and interventions of the two governments in terms of the St. Lawrence River.

“The St. Lawrence Action Plan produced remarkable results during Phase 1,” said the minister at that time, "and we are ready to do what is necessary to continue." Moreover, all work teams set up during the first phase of the agreement, including the famous industrial cleaning intervention team, will be maintained and will continue their activities while awaiting the signature of Phase 2," points out Mr. Charest, to show the willingness of both parts to move forward.

The federal government representative also specified that the next agreement could involve new sectors, such as human health (prevention of the impacts of pollution) and agriculture, in addition to the four components from Phase 1 (protection, conservation, restoration and status of the environment). We should also advocate an ecosystematic approach, which takes into account all components of the St. Lawrence, and continue to call upon various partners in addition to the two levels of government, i.e., private organizations, universities, protection and conservation groups, and the general public.
