On June 6, 1996, federal and Quebec Environment Ministers Sergio Marchi and David Cliche announced the establishment of the St. Lawrence Advisory Committee.  Made up of about 30 members from various socio-economic sectors, the committee would be responsible for advising the governments of public concerns, views and expectations regarding the St. Lawrence.

Chaired by Harvey Mead, founder of the Union québécoise pour la conservation de la nature (UQCN – now Nature Québec), this broadly based advisory committee included representatives of organizations as diverse as environmental groups, labour unions (Confédération des syndicats nationaux, Centrale de l’enseignement du Québec, Union des producteurs agricoles), businesses and industry associations, educational institutions and municipalities.

As well as keeping the St. Lawrence Plan managers up to date on public opinion, the Committee played an advisory role for implementation of the federal-provincial program (direction of and approach to action). It also provided advice and recommendations on relations between the various St. Lawrence Plan partners. Furthermore, the Committee could comment on the results achieved by the program and the best ways to continue efforts to benefit the St. Lawrence ecosystem. Its activities included participating in development of Phase III of the program, for which its mandate would be renewed.

Although consensus was never easy, given the great diversity of its representatives, the St. Lawrence Advisory Committee proved to be an important outside contribution to the St. Lawrence Plan up to the end of Phase III of the program in 2003
